WHAT: Arkansas National Guard Change of Command ceremony and retirement ceremony

WHY: Governor Hutchinson appointed Army Maj. Gen. Kendall W. Penn, July 3, as the state’s 53rd Adjutant General to succeed retiring Air Force Maj. Gen. Mark H. Berry. Penn will ceremonially assume his role in a time-honored tradition when the Governor accepts the military colors from Berry and passes them to Penn. Immediately following the change of command, the Governor will officiate the retirement ceremony of Berry.
The Arkansas National Guard has 10,700 Soldiers and Airmen in uniform ready to support state missions or federal mission when called upon. The Arkansas National Guard has an annual budget of $452 million in federal funds, and $9.5 million in state funds, with an annual economic impact of $747 million.
